No, it was an attempt at Chicago humor...you see, it’s called Pulaski Ave. on the South Side, where all the Poles traditionally live, but Crawford Ave. on the North Side.

Sorry; I should have said the Southwest Side. As recently as the 1970’s, there were reportedly more native Polish-speaking people in Chicago than in Warsaw, Poland.
