Once the top gold-producer in the world by a wide margin, South Africa’s gold mines have been slowing every year since 2008, with the exception of 2013 when production rose by a few tons.

Is gold production slowing because the mines are petering out, or could there be other reasons having to do with, say, the country's politics and culture?

South Africa could be higher if they could find anyone that wanted to work. The number of Afrikkaners allowed in the workforce is minimal in SA. If a white man wants to start a business there, he has to give 50% to a black man just to start. Guess whose economy is dying? Along with the population of white people.
