This is the kind of problem you’d worry about in Nigeria or Congo....not San Francisco.

The chief way of resolving this is to pick up the homeless crowd, and open up a desert ‘welcome’ center in the middle of the California desert...with a cot, three hot meals a day, and a fenced in compound with no exit.

Find an enormous empty warehouse. Put a sign by the one-way door that says, "Free stuff inside."

Dump enough water and food through a hole in the roof every day.

Put a sign inside that says, "If you want to get our of here, you will need to learn how to be a human being. Let us know when you are ready."
