I think a good response would be to drive a very loud boom-car with some nice all-American rap right by the mosque about 20 minutes after each call to prayer, and sort of circle the place for 5 minutes.
The first Amendment doesn’t permit the government to favor one religion over another, or choose which speech is OK and what’s not. If the Muz have the right to play their sounds loud enough to be heard for blocks, so do fans of other sounds, including gangsta rap, heavy metal, reggae, punk rock, and opera.
But in my experience only the rap fans have full on sonice-assault capable boom cars. The bass along can kill all the rodents for a solid block. Normally these things are a real nuisance, but now... turn it up!

This is just under a mile from my office. I could hear this clearly from the parking lot. Almost a mile away.
