"John Kerry has voted for the biggest military appropriations bill in the country's history. John Kerry has voted for the biggest intelligence appropriations in the country's history"

Do you have a source for that quote? At factcheck.org, you'll find a convoluted rebuttal of the charges that Kerry voted for certain weapons cuts, based on the fact that some of the bills were never passed, or that Cheney or Bush also supported some of the same cuts. The difference, of course, is convictions: Kerry has loudly and consistently opposed military spending, while Cheney, as Sec of Defense, made decisions based on budgetary/strategic decisions. If you can't get on factcheck.org, just type "Kerry Military Appropriations" into Google, and you'll find lots of liberal sites with the same argument.

I've looked around, and I haven't found anything yet that supports the quotes you cite.

Kerry was a no-vote at any recently passed military-related bills, or course.
