Turno said the boys obtained the weapons from their grandfather without permission. That is some pretty poor writing right there, that is.
One could read that sentence to mean that the boys were given the firearms by there grandfather without the permission of the parents.
Certainly what the writer intends to convey is that the children stole the firearms from their grandfather.
