If you were the Commander / President / Prime Minister / Chosen Leader or a country such as Japan and you had a nuclear facility that was in trouble. The place is pumping radiation out faster than you can scoup it up.

Wouldn’t it be nice to be able to call up some “personnel” from another “hot facility” in your country to go in and fix the problem - knowing full well that these “personnel” don’t have any legal relatives who are going to demonstrate / complain to the press / sue you in Court for you egregious behavior.

Give these Commanders / Presidents / Prime Ministers / Chosen Leaders the opportunity and they will demand thousands of these
numbered “personnel” to handle their minor difficulties. Who would want to be bothered with named personnel who have families and legislators when you can send in numbered “personnel”?

Science fiction? Sure today it is but five or ten years down the road I believe it will very likely be possible to manufacture a whole community of numbered “personnel”. The troops who come back home from the combat areas are the true lab rats of today. You name it and there is a private corporation working on how to repair or replace every cell in our body.
