Read the report - it says no such thing. They tested 2 devices, one had a COP of 5.6. The report states that these are low end numbers, they’re deliberately conservative.
These scientists are risking their careers on this report. I suggest you read it before making judgement.

***Of COURSE that’s what it says, because that is what they’re INVESTIGATING in this paper. Have you EVER read a single scientific paper? What kind of pseudo-intellectual baloney is this? If someone is investigating the possibility of the Higgs-Boson particle existing, by mentioning that is it automatically “underwhelming in scientific terms”?
