The Cameroon Baptist Convention Health Board (CBCHB) is a non-profit, faith-based healthcare organization, which started over 50 years ago in a small village (Mbem) in Donga/Mantung Division of the North West Province. It has over the years expanded into six of Cameroon’s 10 provinces: Northwest, Southwest, Center, West, Adamawa, and Littoral. Services offered by the CBCHB range from village Primary Health Care to highly specialized hospital-based care with an integration of other social services. It comprises 5 hospitals (2 of which are 250-bed hospitals), 23 integrated Health Centers, 43 primary Health Centers, Pharmaceutical procurement and distribution department, a Private Training School for Health Personnel (PTSHP), a Center for Clinical Pastoral Education and Social Services (CECPES), Services for People with Disabilities, among others. The CBCHB works in partnership with national and international governmental and non-governmental health care organizations, and funding agencies in Africa and other parts of the world.

About 70-80% of Cameroon’s national HIV/AIDS program is donor-funded with the Global Fund for AIDS, Tuberculosis, and Malaria (“Global Fund”) as the largest donor. In prior years, the Global Fund (GF) provided $78 million (out of an approved $86.6 million) in assistance to Cameroon through three rounds of funding (3, 4, and 5). The GF Board recently approved Cameroon’s Round 10 request for $133 million with grant agreements signed in December 2011. Other key donors in Cameroon are the World Bank, France, Germany, UNITAID, and UN agencies.

With strong German and French support, the World Bank recently launched a four-year €100 million Health Sector-Wide Approach Project (SWAP) that will strengthen key systems, including those that support HIV/AIDS services. Germany focuses on budgeting, financial management, and support to regional and district-level institutions. Germany and France also support ESTHER (Ensemble pour une Solidarite Therapeutique Hospitaliere en Reseau) activities, which includes a twinning program with French hospitals in order to deliver TA and training. The Clinton Foundation, through its Clinton Health Access Initiative (CHAI), administers UNITAID funds and provides 100% coverage of second-line and pediatric ARVs.

UNITAID provides €10 million to ESTHER to: improve the performance of the supply circuit for pediatric ARVs, second-line treatment and laboratory testing reagents; facilitate early detection and treatment for children; build capacity for identifying and monitoring patients and improve the pharmaceutical chain.

Ten UN agencies are active on HIV/AIDS issues in Cameroon with the WHO leading in health sector coordination, providing TA to the MOH for planning and evaluation. UNAIDS has a small staff in Cameroon but provides important leadership for the national response with a strong program of support to PMTCT, early infant diagnosis, and in- and out-of-school youth programs, including some HTC.

UNESCO has supported development of a life skills curriculum covering HIV/AIDS that is being integrated into teacher training and schools. The UNDP supports civil society strengthening.

Faith-based organizations operate health networks and are active partners in the national HIV/AIDS response, with little information on the financial scope of these activities. The Roman Catholic operates the largest health network and the Cameroon Baptist Convention Health Board (CBCHB) operates in 6 regions (is currently a key USG implementing partner for the PMTCT). The Presbyterian and Seventh Day Adventist also have a large network.

Trouble with the largest element within the Clinton Foundation

The single largest portion of the Clinton Foundation (in monetary terms) is the Clinton Health Access Initiative, which is based in Boston but operates extensively throughout the developing world.

Until 2012, the financial statements for CHAI were audited by B.K.D. LLP out of their Little Rock office–for the year ended December 2012, CHAI switched auditors, selecting a team based in Boston from another U.S.-based firm with limited international capabilities called Mayer Hoffman McCann, PC.

The most significant activity performed by CHAI and by a predecessor Clinton charity that operated in the same field, is working with an unusual organization called UNITAID to distribute certain health products to needy recipients.

In 2006, UNITAID was formed by a group of governments, led by France, the United Kingdom, and Norway; and is supported by the Bill and Melinda Gates Foundation. Governments in the UNITAID consortium take “voluntary assessments” chiefly from airline tickets having a foot inside each participating nation and channel these into a central pool. This pool and links with the World Health Organization are used by UNITAID to achieve price discounts for key health products in negotiations with vendors.

In UNITAID’s financial statements, the Clinton Foundation and CHAI are described as “implementers”–essential organizations that help ensure essential health products reach intended beneficiaries.

Unlike BKD, MHM concluded by May 23, 2013 that CHAI had been acting all along only as an agent in performing work in conjunction with UNITAID—this meant that CHAI’s consolidated revenues and expenses were much smaller than originally reported in BKD’s 2011 audit.

For 2011, BKD’s audit (completed June 27, 2012 but listed as having been updated November 22, 2013) confirmed consolidated revenues of $171.3 million for CHAI, consolidated program costs of $164.5 million, consolidated total costs of $172.7 million, and a consolidated decrease in net assets of $1.4 million.

MHM explains in its report how it believes CHAI was acting performing work with UNITAID:

“CHAI acts as an agent acting on behalf of UNITAID overseeing the various business aspects of enabling the efficient and effective administration of the program. As an agent, CHAI does not record revenue or expenses associated with UNITAID funds….”

Cameroon's exports to the United States include petroleum, cocoa, rubber, timber, and coffee while imports from the United States include machinery, chemicals, aircraft, vehicles, and plastics.

U.S. Assistance to Cameroon

The U.S. Agency for International Development (USAID) runs a number of programs in Cameroon, mainly through its regional office in Ghana, and primarily in the health sector. The Centers for Disease Control (CDC) also has activities in Cameroon, mostly in HIV/AIDS prevention. Peace Corps volunteers work in maternal child health, youth empowerment, and sustainable livelihoods.

The Public Affairs Section of the U.S. Embassy in Cameroon organizes and funds diverse cultural, educational, and informational exchanges. It maintains a library and helps foster the development of Cameroon's independent press by providing information in a number of areas, including U.S. human rights and democratization policies. The Embassy administers both the Ambassador’s Special Self-Help and Democracy and Human Rights Fund programs and the Ambassador’s Fund for Cultural Preservation.

Through several State Department and USAID regional funds, the Embassy also provides funds for biodiversity protection, refugees, civic engagement in elections processes, democratization, human rights, countering violent extremism, and education (Boko Haram is active there).

The muck surfacing from the greedy conniving Clintons is bad enough---its what they're hiding that's the bigger problem.

ITEM--The grossly rich Clinton Foundation apparently sucked-up some $16 million undisclosed tax dollars (that we know of).

ITEM--The NY Times reported the offshore money-raking---"Clinton Giustra Enterprise Partnership"----collected about $33 million US tax dollars from Hillary's State Dept between 2008 and 2013.....$25 million of which was passed back across the border to the US-based Clinton Foundation.

ITEM---millions of dollars and 1,100 donors are shrouded in mystery in Canada. The Clinton Foundation signed a “memorandum of understanding” with the Obama White House agreeing to reveal its contributors every year. The agreement stipulates that the “Clinton Giustra Sustainable Growth Initiative” (as the charity was then-known) is part of the Clinton Foundation and must follow “the same protocols.”

SURPRISE: It hasn’t.

Giustra's now backtracking like crazy---saying Canada’s federal privacy law "forbids" the Canadian-registered Clinton charity, from revealing its donors. A memo he provided news organs cites “fiduciary obligations” to its contributors and Canada’s Personal Information Privacy and Electronic Disclosure Act. “We are not allowed to disclose even to the Clinton Foundation the names of our donors,” Giustra says.

However, Canadian tax and privacy law experts were dubious of the Clinton/Giustra claims. A former director knowledgeable about tax policy at Canada's Department of Finance, said he wasn't aware of any tax laws that would prevent the Clinton charity from releasing its donors' names. "There's nothing that would preclude them from releasing donors' names. It's entirely up to them."

Wall Street financial analyst and investor Charles Ortel believes he can demonstrate material irregularities in the state registrations and federal filings of what today is known as the Clinton Health Access Initiative Inc., or CHAI.

“These irregularities are of sufficient magnitude that if any of the 50 state attorneys general should present the evidence to a federal district judge, I believe an injunction would be ordered, shutting down the Clinton Foundation and placing the organization in receivership,” he said.

Ira C. Magaziner, who was a Rhodes scholar with Mr. Clinton and ran Mrs. Clinton’s failed attempt at a health care overhaul in the 1990s, runs the Clinton Health Access Initiative. Vice Chairman and Chief Executive Officer, Magaziner's salary is $400,000 annual....plus the many perks that go along w/ a "charity" that budgets $100 million per year.

CHAI received hundreds of millions from foreign nations between 2009 and 2014, including: the UK ($79.7 million), Australia ($58.6 million), Norway ($38.1 million), Canada ($12.1 million), Ireland ($11.7 million), Sweden ($7.2 million), and New Zealand ($1.2 million). A Boston Globe investigative report found that foreign donations “sharply accelerated” to CHAI when Hillary Clinton became secretary of state. “Government grants, nearly all from foreign countries, doubled to $55.9 million in 2013 from $26.7 million in 2010, according to the records,” the report said.

The CHAI health initiative broke off into a nonprofit separate from the Clinton Foundation in 2010, though it is still chaired by Bill and Chelsea Clinton. The charities have remained intertwined. CHAI received a $2 million cash grant from the Clinton Foundation for “Haiti relief,” according to the group’s 2013 tax filing. It received a $4 million cash grant from the foundation for “program service” in 2012.

Magaziner formerly ran the foundation’s Clinton Climate Initiative while also running CHAI, though he ceded control over the environmental group late last year. He was paid $415,000 in salary and consulting fees from the Clinton Foundation in 2013, according to Politico. Bruce Lindsey, Bill Clinton’s longtime lawyer and chairman of the board of the Clinton Foundation, was the highest paid official at CHAI, paid $398,159 in salary and benefits in 2013 as a board member.

Reporting by Reuters has already forced the Clinton Foundation to admit that at a minimum its IRS filings from 2010 through 2012 and those of its Clinton Health Access Initiative (CHAI) from 2012 and 2013 are works of fiction.

According to Reuters, “[f]or three years in a row beginning in 2010, the Clinton Foundation reported to the IRS that it received zero in funds from foreign and U.S. governments, a dramatic fall-off from the tens of millions of dollars in foreign government contributions reported in preceding years.”

The Clinton Foundation and Clinton Health Access Initiative (CHAI) its major health-related offshoot received over $7 million from the US government in recent years, according to an analysis of public records conducted by the Washington Free Beacon.

The Clinton Health Access Initiative (CHAI), chaired by Bill Clinton and run by the former president’s long-time associate Ira Magaziner, has received $6,010,898 from the Centers for Disease Control and Prevention (CDC) since 2010.

CHAI, the biggest arm of the Clinton family’s charitable efforts, accounting for 60 percent of all spending, received $3,193,500 in fiscal years 2010, 2011, and 2012, according to federal contracts, during Hillary Clinton’s tenure as secretary of state.

The organization received an additional $2,817,398 from the CDC in FYs 2013, 2014, and 2015. The grants, including $200,000 awarded as recently as January, have gone to CHAI’s Global AIDS program, filed under “Global Health and Child Survival.” The CDC is listed as a $1-10 million contributor to CHAI, according to its donor list.

Bill Clinton’s Ties To Colombia Trade Deal Stronger Than Even Penn’s

Former President Bill Clinton has earned hundreds of thousands of dollars speaking on behalf of a Colombia-based group pushing the trade pact, and representatives of that organization tell The Huffington Post that the former president shared their sentiment.

In June 2005, Clinton was paid $800,000 by the Colombia-based Gold Service International to give four speeches throughout Latin America. The organization is, ostensibly, a development group tasked with bringing investment to the country and educating world leaders about the Colombia’s business opportunities.

The group’s chief operating officer, Andres Franco, said in an interview that the group supports the congressional ratification of the free trade agreement and that, when Clinton was on his speaking tour, he expressed similar opinions.

“He was supportive of the trade agreement at the time that he came, but that was several years ago. In the present context, I don’t know what his position would be. It is not only about union trade rights. It is about what benefit or damage it can do to the US economy,” said Franco. “Events with the Clinton campaign [concerning Mark Penn] are not good at all for the trade agreement... Right now it became a campaign issues and that is sad, because it needs to go through.”

The comments were supported by a June 23, 2005 article from the news portal Terra (uncovered by Ben Smith at Politico) in which Clinton offered unambiguous support for the free trade agreement with Colombia.

They appear to be the first public indication that Clinton has, at least in the past, supported the trade deal. But evidence that the former president has been sympathetic to Colombia’s position is widely known. In 2007, Clinton met personally with and accepted an award from Colombia’s controversial president, Alvaro Uribe, during a time when the country was attempting to improve its image within the United States. Subsequently, Clinton urged Congress to view the country in a more favorable light.

Moreover, Clinton has helped Frank Giustra, one of the biggest donors to the Clinton Global Initiative, score meetings with high-ranking Colombian officials. Giustra has several business interests in the country, and both he and Clinton have collaborated on an effort to fight poverty in developing world by partnering up with mining companies in Colombia and elsewhere.

Desert-dwelling donors, including Gulf states, billionaire Saudis and Arab-focused charities, gave big to his William J. Clinton Foundation in what could be called the world’s biggest sheik shakedown.

The oil-rich kingdom of Saudi Arabia alone gave between $15 million and $35 million to the nonprofit.

In all, more than 200,000 individuals and entities gave to Clinton – for a total of nearly $500 million. And that means 200,000 possible conflict-of-interest headaches for wife Hillary, President-elect Barack Obama’s pick for secretary of state.

Friends of Saudi Arabia, a government-sponsored agency that fosters ties between the kingdom and the United States, gave an additional $1 million to $5 million on top of the direct $10 million to $25 million from the kingdom itself.

And Saudi billionaires Sheik Mohammed H. al-Amoudi and Nasser al-Rashid donated in the $5 million-to-$10 million range. Hamza B. al Kholi, a Saudi construction titan, gave between $100,000 and $250,000.

The Persian Gulf governments of Kuwait, Qatar and Oman and the Far Eastern sultanate of Brunei each gave between $1 million and $5 million, and another $250,000 to $500,000 came from the US Islamic World Conference.

The United Arab Emirates-based Dubai Foundation, which aims to promote education in the Middle East, gave between $1 million to $5 million, as did the Zayed family, that country’s ruling family.

But it can lead to at least the appearance of friends with benefits. For instance, mining financier Frank Giustra gave Clinton between $10 million and $25 million along with a donation of $1 million to $5 million from his private foundation.

Homegrown billionaires weren’t shy to open their wallets either. Stephen Bing, an old “Friend of Bill” and real-estate heir, handed over between $10 million and $25 million, as did New York’s independent political power broker Thomas Golisano and Chicago media mogul Fred Eychaner.

Barbra Streisand, Steven Spielberg and Cameron Diaz donated as well. Songwriter Denise Rich gave between $250,000 and $500,000 and saw her tax-cheating husband, Marc, pardoned in 2001.

More modestly, US sugar baron Alfonso Fanjul Jr., the man who famously called Clinton in the Oval Office when Monica Lewinsky was hanging out, gave between $50,000 and $100,000.

Notably absent, however, is Clinton’s BFF and former business partner, Ron Burkle, a billionaire playboy and California supermarket king.
