It appears to be cut because it most likely was the site of an earlier underground utility (water or sewer) repair job.
Improper back fill & compacting often results in excessive settling which leads to a depression in the pavement, but this is too much.
My mystery, is where did the dirt go to?

Looks like there was previous work done to possibly a leaking water main that was less than successful. The pavement was saw cut around the perimeter of the hole. I’m guessing some contractor is on the hook to come back and fix it correctly.

My guess there is a water main that has been leaking for a long time causing the soil to erode away over time then the pavement broke along normal expansion cuts.

Thats not a sinkhole; thats a pothole.Yes, that's in Pennsylvania, the state that makes tourist attractions out of their finest potholes.
