Back when Dems were in charge of most of the state legislatures, they created ‘minority’ districts for their own selfish means.
To do this, they had to dilute adjacent districts of dem voters.
This led to the eventual takeover by Republicans in the state houses.
The Dems figured the Republicans would get rid of the minority districts, being the racists that they are, but no. They kept them in place because they could cram all the dems they could into those singular districts and essentially corral them all together................
