If they don’t suffer the consequences of poor decisions, they don’t learn those decisions are - and lead to - poor.

Some people just refuse to give up bad behavior. Why fund it?

At that point, you’re just one step from Universal Basic Income.
May as well give everyone a flat poverty-line check; those earning enough net $0, those not get assistance to use as they see fit.

...oh, right, a significant fraction will squander it, then demand more - while teaching a generation to live solely off the state, and completely wipe out any notion of work.

Yes.

If that were done I can guarantee there would be plenty of cheap housing.
