Today, the White House is readying the same big gunsa mix of tariffs and quotasaimed mainly at Chinese imports. It has in its sights everything from steel to solar panels and washing machines. A record Chinese annual trade surplus with the U.S., announced last week, is the potential catalyst for hostilities after a year of bluster from President Donald Trump.

The fuse has been burning on this since Trump first met with Xi at Mar a Largo, and gave him a hundred days to address it.
As per their SOP, the Chinese tried to slow roll the American Administration, while continuing their same practices, in slightly different ways.
Both sides have been planning for this, and preparing their plans and counters. The Chinese communists are not going to give up their trade advantages to be friendly - it is going to be like pulling teeth.
