I had the same questions also when I first saw it. Actually saw it several times bouncing around on the internet. Then finally got the link to whitehouse.gov. see below

Letter from President to Speaker of House

Yeah, the lack of signature seems strange, but it is part of the record on the website

Actually, I pulled the Salisburylionk from a re-tweet. Salisbury is tweeting a series of tweets (see the numbering for each tweet?) to his followers.

Trump failed to protect the law when judges violated it. Now suddenly he is going to stand up for the law? Now suddenly he is going to tell the Leftist judges to go to hell? Why won’t the judges do as they did before and why won’t Trump do as he did before?

Because of the $700 & $716 Billion Dollars gotten to rebuild our Military, many jobs are created and our Military is again rich. Building a great Border Wall, with drugs (poison) and enemy combatants pouring into our Country, is all about National Defense. Build WALL through M!

https://twitter.com/realDonaldTrump/status/977855968364171264

Much can be done with the $1.6 Billion given to building and fixing the border wall. It is just a down payment. Work will start immediately. The rest of the money will come - and remember DACA, the Democrats abandoned you (but we will not)!

That is because on the WH site it is the text of the letter, not the actual letter.

None of the letters posted at Whitehouse.gov/briefings-statements/ have signatures. I’m not sure they want digital Presidential signatures floating around or perhaps its just a convention. There are two relevant letters from Friday.

Text of a Letter from the President to the Speaker of the House of Representatives and the President of the Senate Mar 23, 2018

Dear Mr. Speaker: (Dear Mr. President:)

In accordance with section 7058(d) of division K of the Consolidated Appropriations Act, 2018 (H.R. 1625; the “Act”), I hereby designate as an emergency requirement all funding so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, for the accounts referenced in section 7058(d).

The details of this action are set forth in the enclosed memorandum from the Director of the Office of Management and Budget.

Sincerely,

DONALD J. TRUMP

In plain English, President Trump just used an obscure 32-year-old law to roll the demonrats.

He’s going to spend the cash as he sees fit. If they don’t like that they can go pound sand.

Just da-YUMMM...

If Trump plays it like that and announces the Wall is going up, CNN is going into mass apoplectic meltdown (to say nothing of Schumer and Pelosi).

This could turn into a hella show as has not been witnessed in generations!

Now I look a fool; as of now the letters are identical, they were not last night. I kept thinking I had just made a copying error.

"This will go to the Courts. Congress will sue the President over the Border Wall."

Will "Congress" sue? Does anyone in Congress with the authority to make that a congressional action want to sue - and face the wrath of the right? Do individual corrupt insiders have the standing to sue without a majority vote in both the House and the Senate?

If true, I will enjoy watching this play out. Normally, the standing question irritates me, but in this case it might for once help real Americans.

The second letter is back now. I guess a glitch

https://www.whitehouse.gov/briefings-statements/text-letter-president-speaker-house-representatives-president-senate-20/

Dear Mr. Speaker: (Dear Mr. President:)

In accordance with section 6 of the Consolidated Appropriations Act, 2018 (H.R. 1625; the “Act”), I hereby designate for Overseas Contingency Operations/Global War on Terrorism all funding (including the rescission of funds) and contributions from foreign governments so designated by the Congress in the Act pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985, as outlined in the enclosed list of accounts.

The details of this action are set forth in the enclosed memorandum from the Director of the Office of Management and Budget.

But some Lady was taking about 10’s of thousands of Sex Slave workers sneaking accross or forced accross the Southern boarder.

Human trafficking has increased in almost every country that has climbed onto the globalist bandwagon and stopped enforcing borders and immigration law as a result. Since human trafficking is essentially a slave trade (albeit without legal sanction), it is easy to figure out why the Democrats want so badly to have open borders. That, and the Democrats want a subdued population, so they also want the drugs coming across the border.
