There has been a recent change whereby society (read, “politicians, media, entertainment”) have developed a message for drug addicts that it’s not their fault, that someone else is to blame, and that “treatment” with other people’s money is our main priority.
This, of course, has made the situation radically worse, as any thinking person would expect.
When addictions were re-labeled diseases decades ago, the responsibility of bad choices vanisged. Go figure.
