The man, identified as Brian Lamonds of Greensboro, NC, was reported missing Tuesday morning as the ship was sailing from Tampa to Key West.

The Coast Guard was notified of the missing guest and is conducting a search, Carnival Cruise said in a statement to Fox News.

Coast Guard Key West watch was notified of the missing passenger around 10 a.m. and sent out a Coast Guard Air Station Clearwater MH-60 Jayhawk helicopter crew, an Air Station Miami HC-144 Ocean Sentry aircraft crew and the crew of the Coast Guard Cutter Isaac Mayo to aid in the search.

"...passenger overboard..."

Is it really that difficult to design a ship where passengers cannot inadvertently slip, accidentally fall, or be intentionally tossed overboard?

Ten-foot railings and barbed wire would be a real buzzkill.

Sophisticated industrial designers could undoubtedly find an attractive and comprehensive solution using clear Lucite or similar. This type of situation occurs somewhat frequently.

All Pax/Crew will be fitted with Magnetic Deck Boots 👢 and All Rail/Water Decks will be Steel. Only 1 Boot will be released to step at a time. If You are feeling spunky see if you can get over the top rail and stand sideways on the hull and drop a line off a pole and try your luck Fishing😁

Number missing in 10 years (2006 - 2015) = 214 (average = 21.4 per year)

Nobody falls overboard accidentally from those ships. They have good high railings. Most are suicides.

Or perhaps put people who want to go outside into a ‘safe room’, with TV screens, plus the sounds and smells of outside, all while safely encased in 1/2” steel (just in case). Every ‘balcony’ would be designed that way, as well as the ‘outdoor’ areas.

...in other words, how far do we take things?

You have broken a cardinal rule. “Never underestimate the power of stupidity”.. if there’s a way someone can get by a mine field, barbedwire and a 20,000 volt electrified fence to fall over board. someone will do it. As a veteran, I can attest to the Navy saying,” make it sailor proof, and some dumb ass will still screw it up”

Not at all, and every cruise ship is designed so that passengers cannot inadvertently slip or accidentally fall overboard. You have to work at it to fall off a ship. Now intentionally tossed over the side? There's a limit to what any designer can do to prevent foul play.

“Never been on a cruise, have you? “....

Yes, more than enough to know that designers COULD introduce more positive passenger protections but as has been previously stated, “Where’s there a will there is a way”. The majority of deaths such as has been described happen for one of two reasons, homicide or suicide, with suicide the number one.

At what cost? Railings on cruise ships are about 48 inches high. They could raise those to 8 feet, enclose it in plexiglass, and destroy whatever pleasure you get from having a veranda with your cabin. A big part of the pleasure of a cruise for me and many people is sitting on the veranda with the sun on your skin, the breeze in your hair, and listening to the water go by. Why take that away from the hundreds of thousands of passengers who aren't there to commit suicide?
