I thought the headline was saying that the culprit had been identified and caught (Flushed him out). I guess not yet.
This individual always went to the same Women’s Room to clog their toilets.

From my experience as caregiver for mentally ill adults, I have my theory:
My guess is someone was somehow getting a sexual thrill from all the ‘clogging and making a terrible mess’.
That would illustrate the overlapping of several fetishes.
