Give the dogs a pass?
It sounds like a parent was walking with 4 teens, maybe home from a movie or something. I would imagine the teens were talking and carrying on like teens do - probably laughing, maybe acting dorky. That might be enough to set the dogs off. It’s a stretch to say they were threatening the dog walkers and deserved to be attacked.
I would guess that Fhios is a proud owner of one of these dogs of peace.
