Like many inner cities, the Whites (or White ethnics) were displaced by Blacks in those neighborhoods in the 1950s and afterwards, only for the latter (when the crime and neglect by the city became too much) to not even be able to sell the homes, they just moved out and left. You don’t want to be the last living soul on the block and make yourself a target. It’s criminal what’s happened in these places. A lot of places would kill for this historic building stock, but because of its location, no one will touch it.
That is similar to what happened in Gary, Indiana. It essentially should be part of Chicago.

The historic Pullman neighborhood on Chicago’s South Side appears to be heading in this direction. I was shocked to see recently that there are foreclosures there and the neighborhood seems to be falling apart. Not that long ago it was a target location for people who wanted to restore a piece of history. Unfortunately, the areas next to it are gang infested and dangerous.

They weren’t displaced, they fled when the first black families started moving in. They knew what was going to happen. The decay of the neighborhood, the drugs, the crime, destruction of the schools, the drop of property values, the race to sell. Get out while you can.
