If she is so mercenary as to give you a minimum standard on the engagement ring it is a clue you should run the other way.
If I had to take out a loan to buy an engagement ring I would figure that I was too poor to marry.
My wife had a good friend who had similar requirements for her wedding ring and was overall a diva brat. She got everything she wanted and the friend’s fiance was a great guy.
Between his friends telling him the truth about his soon-to-be bride and her family demanding that he become a part of the family business, he saw the light and broke it off before the wedding...she kept the ring, though.
13 years later he’s married with kids and she’s still single. But...she got that ring!
