So a PUBLIC employee at a PUBLIC location with NO EXPECTATION of privacy, objects to a CITIZEN taking a photograph and calls the cops who arrest the photographer.

... on what charge?

Here in Colorado, the law stipulates that any public official can be photographed in any public place and prescribes fines for breaching that right.
