So, the more you were inconvenienced from lack of sufficient road to drive on, the more they charged you....if they were a restaurant and your food came with live roaches romping around on it, you wouldn't be able to afford the meal....

we have a toll road and what I have noticed is that the rates they have now pretty well exclude a large segment of the middle class and all the lower class from being able afford its use during peak hours because they jack the rates up so high. So like your restaurant analogy, no one can afford the toll road except the well to do or businesses. What’s funny is that I found many times that the free lanes were moving faster than the toll lanes.
