Probably innocent, but still very concerning:
You can first see the red laser dot appear on the upper right corner of POTUS' lecturn, then again at 0:44 sec, and later at 1 min 05 seconds.
I stopped watching to post this after seeing one minute.
More disturbingly, the LASER DOT later appears on his CHIN.
He's behind glass, but I understand he and Melania departed the event early.
Innocent snafu by stupid journo..?

Is it an artifact of the red lights reflecting on teleprompter glass? That would seem a reasonable explanation, but teleprompters are off to the sides. If there is a glass in front of the podium then that too, might explain it. Otherwise it is the unthinkable and might explain his hasty exit from the ceremony

Relax, folks. It's a red light on a still camera that comes on to assist in auto focus on a dark subject before it snaps a picture.
It's the press taking photos.
