Mr. Percival filed a whistleblower complaint in 2011 alleging USIS violated the False Claims Act by billing the government for work it never actually performed. It is estimated that the fraud affected more than 650,000 background checks, resulting in individuals receiving security clearances when they were not properly vetted.

My first clearance was granted in 1986, and of course I had to list a number of people as references. Most of those people reported back to me that they had indeed been visited by Federal agents to confirm the information in my clearance application, including one who was a bit freaked out because he got his visit while he was tending his illegal marijuana farm. He said the Feds pretended not to notice and apparently did not report him.

Subsequently during my career I had to go through the process several more times at ten year intervals for what is called Periodic Reinvestigation. Because of the time intervals and my changing states of residence, the list of people I gave as references changed. None of the people I listed as references for the reinvestigations ever reported getting a visit. I found that odd.

I’ve never held a security clearance, but my father-in-law did for way over 40 years. My wife and I lived in another state soon after we married, I was told by some of the neighbors that they were questioned about us, they wanted to know why.

This was in the 1970-80’s. I can assure you that it was taken seriously then.

My original clearance started 1979-1980 the investigator did come to the university where I was a grad student. He was walking down through the grad student cubicles showing people a photo & asking questions. (Even then I was like one of a handful of Americans!) My photo must not have looked much like me (or me not like it!) because he didn’t recognize me and started asking me questions. I laughed & told him he’d hear nothing good from me about me, showed my student ID. We had a chuckle about my picture then I left him to do his business.

Security procedures were changed by B. Clinton to little more than a phone call to a number supplied by the person needing the clearance. Likely helped facilitate the transfer of military secrets to the Chinese for “campaign” cash.

My father-in-law was an intelligence officer in the 82nd Airborne.

He was an Electrical Engineer before active duty.

He worked at such a plant 40 years. Had a Q when I became aware of the security checks.

He was a division manager too.

It was not something that anyone took lightly.

It was not discussed in local press until the late 1980’s. Was a taboo subject.

Talk about a great bunch of people, I knew a lot of his staff, they absolutely loved him. Most interesting people.

But I’ve had that type of people in my life for my entire life. So many stories about that type of connection.

And it continues.

They used to check pretty thoroughly. I had had a roommate who had a friend that visited E Germany a few times and they dug into that despite my only having met the guy in passing.

My neighbor is a spook aeronautical engineer, I think related to satellites because he built a home-based system to track all U.S. airline flights. A week ago, a clean-cut investigator appeared at our front door and his ID was issued by the United States Personnel Management Dept. He was here to ask us a lot of questions about my neighbor...mostly related to his character and if he traveled for long periods out of the country. When I told my neighbor about it, I told him that I knew it was for a security check and that I told the investigator that he was not a communist, my neighbor laughed!!!

I’m not entirely sure how to use this format as I’ve just joined this forum today.

I learned of this issue with usis a couple years ago on an episode of Frances and Friends when Blake Percival was interviewed. Besides this, I have never heard mention of it on the news. Despite involving up to 650,000 fraudulent background checks including background probes on Edward Snowden and Aaron Alexis, the Navy Yard shooter. One can only imagine how much this contributed to the federal governments deepstate.

From what I understand this division of office personnel management contracted background checks to usis beginning in 1996 when Clinton and congress created this new legislation.

Despite Blake Percival winning his whistleblower case around 2012, leading to a six million dollar qui tam settlement, which also led to the exposure of billions of dollars in fraud, not one person was indicted and the corporation quietly closed and was reopened under another name. Very little is found on this when searching for information. One can only imagine what type of espionage was allowed when hundreds of thousands of background checks were “cleared”. despite never having had human eyes laid on these applications. Given what we know of Barry’s cabinet, we can only imagine how this was orchestrated to be used for “foreign” interests.

When the OSI was doing my TS BG check for the AF, they told my HS buddy's mom that they'd heard that several of us guys called each other. "Comrade"...

She totally cracked up, and it took her a couple of minutes to stop laughing so she could talk, then she told them,

"'Comrade' is always followed by another word -- as in:
  • "Comrade Dumbkopf!"
  • "Comrade Idiot!"
  • "Comrade Blockhead!"
  • "Comrade Estupido!"
It's their favorite put-down for each other!"

By then, the two investigators were grinning, but, she said, "Just a minute..." and shouted for my buddy's little brother to come to the front from the back yard where he was playing. After a couple of "Aw -- Mom!"s, he showed up -- and she told him,

Tell these gentlemen what your brother and his buddies call you."

To which, he shyly replied, "...ummm'Leetle Comrade Idjit!'"...

When she told the story to my Mom, she said that those two "FBI guys" laughed all the way back to their car, and one said, "Wait till the guys at the office hear this one!"

Close to 70 percent of operations at the time were potentially compromised, he noted. In other words, an entire class of CIA agents — those using some iteration of the online system — was in danger. “CIA is aware of this,” he wrote. “The design and maintenance of the system is flawed.” Reidy’s complaint wasn’t fully addressed for many years.

In 2008 — well before the Iranians had arrested any agents — a defense contractor named John Reidy, whose job it was to identify, contact and manage human sources for the CIA in Iran, had already sounded an alarm about a “massive intelligence failure” having to do with “communications” with sources.
throughout 2010 and 2011, the compromise continued to spread, and Reidy provided details to investigators. But by November 2011, Reidy was fired because of what his superiors said were conflicts of interest, as Reidy maintained his own side business. Reidy believed the real reason was retaliation.

The Justice Department announced on Wednesday that it has charged a former U.S. Air Force counterintelligence specialist with spying for Iran and helping that country target her former American colleagues. Monica Witt, 39, who was also a Defense Department contractor after leaving the U.S. government in 2008, sought to “undermine the U.S. and help the government of Iran,” U.S. Attorney for the District of Columbia Jessie Liu said on a call with reporters. Witt had been given high-level security clearances and had been deployed to the Middle East, prosecutors said

She was even warned by an FBI agent before her alleged 2013 defection that she was a “target for recruitment” by Iran.
The Iranian spying outreach occurred in the first half of 2015.
Federal prosecutors in Washington, D.C., allege that Witt disclosed a code-named intelligence program to Iranian government officials, one that contained “details of ongoing counterintelligence operations, true names of sources, and the identities of U.S. agents involved in the recruitment of those sources.”

And around late 2014, the indictment alleges, Witt worked with four Iranian “cyber conspirators” ordered to infiltrate the social networks and computer systems of Witt’s former intelligence colleagues.

“These questions have drawn me to Islam: what is the main purpose of life and why we should live in the best way.”

According to a US Treasury statement on Wednesday, the organisers of the conference were closely tied to the Islamic Revolutionary Guard Corps (IRGC) and such events were intended to provide fertile ground for recruiting spies.

I grew up in the Rolling Plains of TX. When I went to college I went to West Texas State in Canyon. Little did I dream that the Panhandle area of Texas has always been the most politically and economically conservative part of the state.

Before I graduated, “I got it”. What a blessing those 4 years were.

After that I worked for a fine privately held company for many years (1 of 2). When people asked about the owner and did not know him, my reply always was: “He was an Eagle Scout as a young man and never recovered.” He was a very straight arrow. Fine gentleman. (He was also a Naval Officer in WWII.)

That is where you get an education. I’m still a student at 71.

Interesting correlation with iranian interests. valerie. jarret also comes to mind. Also interesting how barry can covertly ship pallets of cold cash into iran in the dark of night. Also, when Percival exposed this, there was an extended period of time where it was allowed to continue business as usual. This was about the same time as Benghazi. As well, how can a sitting SOS be operating through an unsecured private server without any red flags being raised? Any right minded observer would have no choice but to conclude there were operatives put in place to preemptively squelch any suspicion.

Notice the last five minutes of this interview, where Percival notes that the former owners of usis were shareholders of the Carlisle group with investments of 60% ownership of usis. The bin laden family was heavily invested in the Carlisle group. This transaction took place shortly after 09/11. But this gets quietly slipped under the rug. WHERE WAS THE INTEREST TO INVESTIGATE COLLUSION THEN?

In June of 2013 when usis was trying to buy Percival’s silence, the owners at that time was a private equity firm by the name of Providence Equity Partners. At the time they had various investments in play upwards of 100 billion dollars. They were at that time the largest private equity firm in the world.Yet when the “government” settles, they settled for less then 30 million, despite the extent of the fraud. At this same time, the former CEO of usis was nominated by lorretta lynch for a position overseeing the HSBC money laundering investigation. And he was confirmed to this position. He ran this company from 2008 to 2012 when this fraud was being committed. Obviously, it served as a resume enhancement to garner him to a position overseeing his co-conspirators.

Our government has spent the last two years investigating “trumpted” up charges of russian conspiracy when the real fraud and collusion has been within.

Who has even heard of usis and Blake Percival, despite the extent of damage to this country? Meanwhile, the deepstate gets a free pass without any penalty.

Still doing a bit of research on this, although there is not much available....I’m listening to another broadcast and a third high profile ‘perp’ is mentioned as a result of fraudulent background checks. Anyone recall the name Imran Awan? The IT specialist from Pakistan who worked for 44 democrats. So I did a quick google search and lo and behold, the first two pages of returns were riddled with banners such as this: Wasserman Schultz IT aide is cleared of stealing classified information ...
