That's the pathophysiology of decadence, the fatal disease of civilizations: As a civilization reaches its zenith, its citizens become so comfortable, pampered, and secure that they lose the survival instinct and even pride. Internal moral and cultural rot sets in. The sick nation dies and falls.
In it's simplest form, it's shirtsleaves-to-shirtsleaves in three generations.
