These centers are for foster children who have to be rehomed either because they are positive or their guardians are positive, sick or hospitalized.
A lot of foster kids are in the care of their grandparents and even great grandparents.
And while they are seeking to have alternative care in place in the even of a catastrophic surge, it many never actually be used, just like the field hospital they set up and then took down in Seattle.
