Threats to the US Research Enterprise: China's Thousand Talents Program

We are going to hearing a lot about the China Thousand Talents Program in the coming weeks. Senator Rob Portman is introcucing a bill to address our many shortcomings and failings in regards to protecting our nation from espionage. In particular the Chinese Thousand Talents Program.

The biggest highlight from this report is the failings of the FBI under President Obama. See page 92 of the report, but the entire report breaks wide-open something that President Trump and Republicans have been trying to understand and will now be introducing legislation to streamline and reign in the VISA programs across out great country in every sector commerce and university.

Expect to hear quite loudly cries of racism against the Chinese as Universities become an ever increasing focal point. The NSHEAB met quarterly until 2014 at which time the meetings stopped. It was later disbanded by the FBI in 2018. 4 years it didn't meet and the report is unclear who "disbanded" it and clearly shows the FBI failed to recognize the true extent of the threat.

For example, in one case, the FBI provided a university a list of suspected TTP members without explaining what next steps the university should take to protect itself.588 At least one university president wrote in a public opinion piece that he interpreted the FBI’s outreach as inappropriate direction to “spy” on “foreign-born students.”589 Several other universities felt compelled to issue public letters to their university communities to clarify that their communities remain “open to people from all over the world.”590 , from page 98. See the reference numbers for the numerous universities complaining about the "spying on foreign students."

The NIH is also covered in this report. We know Dr. Fauci was instrumental in Wuhan obtaining a grant from the NIH. When one is aware of the process to vet peer reviewers to approve grant requests it should rightly strike fear in your heart. Our own grant making process to small businesses at this time is far more difficult to obtain a PPP loan...let alone a grant to save our economy.

"NIH also has identified 250 scientists as “individuals of possible concern,” of which roughly 30 percent served as a peer reviewer over the past two years.276 Additionally, NIH’s guidelines for the vetting of peer reviewers “do not advise vetting nominees against any type of law enforcement database. Instead, [the guidelines] suggest generally reviewing the first page of results from a Google search.”277 As a result, NIH “has efforts underway to address” identifying potential sources of undue foreign influence with its peer reviewers.278 from page 55

The complaint says Wang “knowingly failed” to tell NIH he held the position of Dean of the College of Life Sciences and Technology at the Huazhong University of Science and Technology and that he received grant money from the National Natural Science Foundation of China for some of the same scientific research funded by the NIH grant. It says NIH approved its grants for Wang’s Cleveland Clinic research based on his “false representations and promises.”

Investigators also allege that Wang participated in the Thousand Talents Program, which the Chinese government established to recruit people with access to or knowledge of foreign technology and intellectual property. China provided Wang with $3 million in research support for his lab in China. It also gave him free travel and lodging for his trips to China, including a three-bedroom apartment campus for his personal use, authorities said. This occurred while Wang was received NIH grant money without disclosing his ties to China.

Well, now, the left still “knows” that the biggest threat to our national security is man made global warming, not this giant giveaway of very expensively obtained technology.

Rob F’n Portman, unbelievable. Never seen an h1-b, h2-b, ... that he didn’t want to replace an American with. Same with his sidekick in the house, wave-a-flag in your face Wenstrup.

It still amazes me that any thinking person can assume that “climate change” or whatever it is called these days, is our biggest threat to national security. If one will look at the evidence, it doesn’t take a college education to understand that even if it were on the list of things we needed to worry about, it’s far from our biggest worry.

The Thousand Talents Plan (TTP) or Thousand Talents Program was established in 2008 by the central government of China to recognize and recruit leading international experts in scientific research, innovation, entrepreneurship.

The program was further elevated in 2010 to become the top-level award given through China’s National Talent Development Plan, a plan that was conceived jointly by the Central Committee of the Communist Party of China and the State Council of the People’s Republic of China in 2010 to strengthen innovation and international competitiveness within China.

1000 Talent Plan professorship is the highest academic honor awarded by the State Council, analogous to the top-level award given by the Ministry of Education. The program includes two mechanisms: resources for permanent recruitment into Chinese academia, and resources for short-term appointments that typically target international experts who have full-time employment at a leading international university or research laboratory.

The program has three categories:
—Innovative 1000 Talents plan (Long term / Short term) – for Chinese scholars below 55 years of age
—Foreign 1000 Talents plan (Long term / Short term) – for foreigners only below 55 years of age

Right...no meetings since 2014! Disband by the then FBI in 2018 all the while testimony going on in front of Congress.

What the hell? Report says the FBI disbanded the group. They knew the threat was there!

FBI under Obama...it needs a serious housecleaning.

I know. I’ve been tracking much of this stuff.

The Harvard Professor that was indicted back in January for connections to this program. He had two “student assistants,” who were actually chinese military spies.

The caught another at Los Alamos labs and another in Florida.

A few weeks ago there was a reported “murder/suicide” of another “researcher” in Pittsburgh. Conspiracy aside, this was most likely a CCP clean-up operation.

There’s more worth taking a closer look at...like the researcher from Canada and now the one from the Cleveland Clinic.

Under that radar of the news media they’ve been going after these spies and traitors. If Portman introduces legislation the cat’s out of the bag.

The truly “quiet” problem with all of this are the extended Chines family situations. The CCP has and will use relatives still located in China to pressure, threaten or blackmail US citizens of Chinese descent.

In the old days, if you had a relative in the USSR, the chances of you getting a security clearance were directly related to the closeness of the relative and your openness in disclosing that relationship. Doesn’t seem to be happening with the Chinese, especially after Bill Clinton sold us out lock, stock and barrel.
