Secure the border is #1.
Then follow up on those coming on jet planes with a tourist,
student or business visa, and have stayed past visa expiration.
Almost half illegals are from this category.
Personally I also want a drastic reduction in un-skilled immigrants
brought in with family connection. Until immigration
is brought under control, we do not need 1 Million plus new
immigrants EACH AND EVERY year.
I have no problem expanding H-1B visa five fold as Cruz wants.
That number is still very small compared to total immigrants.
Put people in jail for employing illegals, and cut off ALL benefits to illegals. Cut off funds to “sanctuary” cities and states. Repatriate illegals, whether their home country will accept them or not. Triple the Border Patrol and ICE. Reform the H-1B program, and streamline the procedures for legal entry. End birthright citizenship.
There you go — comprehensive immigration reform.

There is not nor has there ever been a shortage of skilled, experienced STEM people in the US. The absolute number of H-1B’s may be small but compared to unemployed IT people it is large.
H-1b’s overstay their visas and work just like other illegals. They come from a culture of large central government. H-1B’s suppress salaries and opportunities. Most are pretty mediocre but CHEAP. They serve as a conduit enabling off shoring IT to workers who are even CHEAPER.
But very large compared to the unemployed in IT. H-1B overstaysmake up an increasing large number
