The public should be able to fire government officials. At any time, at any rank. No matter elected or appointed. From Judges to Mayors to Senators. A confidence vote, basically. Only then there will be hope.

In many circumstances, both recall and impeachment are options. In others, you are more limited to public outcry. In all cases, however, organizational skills, persistence, and sufficient will to oust the offenders is required. Sadly, there is usually a high threshold to overcome public apathy in these matters (and of course the pro big-government media doesn't help.)
