With all the caterwauling about how President Bush was wrong to put FEMA under DHS, I thought a little research would be in order.

I know you've heard here and there about who did what and when during the process of creating DHS.

Here are the FACTS you can arm yourself with (and spread around to other media outlets):

Sponsor: Sen Lieberman, Joseph I. [CT] (introduced 5/2/2002)

National Homeland Security and Combating Terrorism Act of 2002

Establishes the Department of National Homeland Security as an executive department to be headed by the Secretary of National Homeland Security who shall be appointed by the President with the consent of the Senate. Makes the Secretary a member of the National Security Council.

Sec. 102) Transfers to the Department: (1) the Federal Emergency Management Agency; (2) the Customs Service; (3) law enforcement components of the Immigration and Naturalization Service relating to Border Patrol, Inspections, Investigations (interior enforcement), Intelligence, Detention and Removal, and International Affairs; (4) the Coast Guard; (5) the Critical Infrastructure Assurance Office of the Department of Commerce; (6) the National Infrastructure Protection Center and the National Domestic Preparedness Office of the Federal Bureau of Investigation; and (7) the portion of the Animal and Plant Health Inspection Service of the Department of Agriculture that administers laws relating to agricultural quarantine inspections at points of entry.

Thanks for posting that information. At some point I planned to look at the Congressional Record to find the speeches that accompanied that vote. There should be some great quotes in there. Having the bill number is a start. Thanks again.

So glad you posted this. I have been looking for the info and couldn't find it.

I want to write a letter to our local paper and put these facts out there. Prob is -- only 100 words I think. Any advice how to write it and get the facts in with those restrictions?

Nice work, The. The sad thing about this is that it is like so much of the "legisation" that comes out of this disfunctional bunch. They never actually think about what they are doing. They make a mess of things, throw some money at it and pat themselves on the back. They get people killed and then point fingers at everyone else.

Can you find out how many times (and amounts) that Landrieu and her Louisiana Dems coharts "earmarked" Corp of Engineer funds for their pet projects that could/should have gone to levees and other flood control projects?

As fast as the US Military got to the scene, I'd say FEMA needs to be merged into the Army or Coast Guard.

The Hart-Rudman Commission report was the basis for rolling FEMA into Homeland Security.

The new National Security Agency envisioned by the Hart-Rudman Commission would have Cabinet status. It would include FEMA, Customs, Coast Guard, and the Border Patrol.

It appears that in spite of what Senator Clinton said on all the talk shows about FEMA should be a cabinet post like it was while her husband was the president, she voted for placing FEMA under DHS. Has no one the courage to ask her about her blaming Bush for placing FEMA under DHS? Are there no TV journalists with the intellectual integrity to challenge her on this vote?
