Apparently what got him in trouble was the "build your own" parties he would hold periodically. It is alleged that at these parties (held at his plant) he would let customers use his cnc equipment to finish the receivers off. They were given brief instruction on what to do an then were allowed to clamp the receiver into place and push the activate button. The BATFE claims that he was in fact manufacturing the receiver because he was allowing this to occur on his equipment.
