Al-Qaeda Suspect From NJ Worked At 6 Nuke Plants

HADDONFIELD, N.J. (AP)

An American seized in Yemen in a sweep of suspected al-Qaida members had been a laborer at six U.S. nuclear power plants, and authorities are investigating whether he had access to sensitive information or materials that would be useful to terrorists.

Sharif Mobley, 26, worked for contractors at plants in New Jersey, Pennsylvania and Maryland from 2002 to 2008, mostly hauling materials and setting up scaffolding, plant officials said.

SNIPPET: “Sources say that Mobley had a relationship with Anwar Al-Awlaki, a former imam at the Dar al-Hijrah mosque in Falls Church, Va., who has been linked to a series of terror plots. Awlaki is considered an inspiration for Nidal Malik Hasan before the Fort Hood massacre and also is suspected of encouraging failed Christmas Day airline bomber Umar Abdulmutallab.

Mobley previously lived in Philadelphia and Newark, Delaware, where he occasionally worshipped at the mosque of the Islamic Society of Delaware. The Imam of the mosque, Abdel-Hadi Shehata, said Mobley moved to Yemen to learn Arabic and study Islam.”

SNIPPET: “In 2007, a West Philadelphia imam warned Sharif Mobley not to go to Yemen to study Arabic, but the South Jersey native and his wife, Zinga Bey, traveled there anyway.”

SNIPPET: “A law-enforcement source confirmed this week that Mobley is a U.S. citizen whom Yemen authorities identified as “the terrorist Sharif Mobayli” and who had been mistakenly called “a German citizen of Somali origin.”

SNIPPET: “Yemen’s Defense Ministry’s Web site has claimed that “Mobayli” was “an al Qaeda member involved in several terrorist attacks.””

SNIPPET: “According to sources, Mobley told friends that he had met Anwar al-Awlaki, the radical American-born imam of Yemen descent who had an e-mail exchange with U.S. Army doctor Nidal Malik Hasan before Hasan allegedly killed 12 soldiers at Fort Hood last November. Al-Awlaki also allegedly had preached to two 9/11 hijackers at a Washington-area mosque.

In Yemen, where al-Awlaki now lives, Mobley continued their relationship, the sources said.”

SNIPPET: “Inside Mobley’s computer was video of him teaching children in a 2004 weekend sports camp in the U.S. The camp’s leaders had a dispute with Mobley and asked him to leave “for his radical views,” according to sources.”

SNIPPET: “Joe Delmar, the nuclear spokesman for PSE&G, a New Jersey utility company, said Sharif Mobley worked as a laborer for several contractors at three New Jersey plants on Artificial Island in Lower Alloways Creek from 2002 to 2008, carrying supplies and doing maintenance work.

Delmar said he satisfied federal background checks as recently as 2008.”

A New Jersey man accused of joining Al Qaeda in Yemen spoke openly of militant views while working at American nuclear plants, according to a report by the inspector general of the Nuclear Regulatory Commission that proposes tightening personnel security rules. The man, Sharif Mobley, who is charged by Yemeni authorities with murdering a hospital guard during an escape attempt, said he told others in his union: “We are brothers in the union, but if a holy war comes, look out,” said the report from the inspector general, Hubert T. Bell.

Fellow nuclear plant workers said Mobley had referred to non-Muslims as “infidels” and had visited “unusual” Web sites on his personal computer, including one showing a mushroom cloud...

The report...recommended improving plant employee training on how to detect and report “behaviors associated with terrorist intent.” It proposed that regulatory commission officials should get direct access to a nuclear industry personnel database and suggested more frequent matching of employee names against terrorist watch lists.

The inspector general also suggested requiring disclosure of any foreign travel by employees so that they could be questioned about their destinations and activities....

The American-born Mobley, 26, worked between 2002 and 2008 as a laborer at six nuclear plants in New Jersey, Pennsylvania and Maryland...

Mobley told friends in 2008 that he planned to move to Yemen to study Arabic and Islam. American and Yemeni officials said he connected there with Al Qaeda in the Arabian Peninsula, the branch of the terrorist network in Yemen.

Mobley was arrested by Yemeni security officers in January and was taken to a hospital in Sana, the capital, after complaining of illness. On March 7 he grabbed a security guard’s gun and tried to escape, fatally shooting one guard. He remains in Yemeni custody on capital murder charges....
