How to discourage such vile behavior? Perhaps it’s finally time to bring back public hangings?

Identify the perps in the photos, prosecute and tag them legally for life as sexual predetors.

I disagree. I see no reason for them to continue living and the sooner such vermin are exterminated, the better, IMO.
