Part of that is just California.
Moving here from Arizona decades ago was a bit of a culture shock. The police here are less educated and simply lower class. This isn't the case in the rest of the West for the most part.
Probably this is due to availability of jobs: in Arizona, Utah, Colorado and certainly Montana and Idaho the job of police officer in big cities is occupied by people with better backgrounds and corruption is taken very seriously.
In California, and especially San Francisco / Oakland, people are hired with much lower standards, or for affirmative action reasons, or even political affiliation.
It's simply not the case most places outside this state, at least from my experience.

When I was in, it was often difficult to punish offenders overseas because the families of child victims wanted things hushed up.
While stationed at Camp Fuji in about 1984 a weapons specialist on loan to our battalion raped a 9 year old. We put him in the camp brig and as I recall he was offered up to the Japanese. He was still in the brig when we returned to Okinawa.
