They had time to regroup and reconstitute since Iraq War and are in position to strike back with new leaders and fresh fighters/other allies. The attack on the Algerian drilling station was an attack to destroy Western facilities and kill foreign workers. Hostages may be taken for release of blind sheik if possible, but most attacks are to chase out Western oil and gas operations. Algerian operation is the first in a wave of attacks.
