I disagree.

25 years ago, a weapon weighing 100 pounds, that’s total weight, could deliver a 1 kiloton blast.

I agree that building these things can be very difficult.

But the basic plans are widely understood.

In the 1980’s we had tactical nukes in the 1 kiloton range that weighed 100 to 200 pounds.

A 10 kiloton nuke on an ICBM weighed around 1000 pounds.
