Libya is disentigrating. The central government doesn't even control Tripoli; oil production has ceased and the eastern half of the country just declared autonomy.

It would take a miracle for full on tribal/ civil war to be averted at this point. In the next month or two some spokesman for the UN will gravely announce that Libya is now officially a failed state.
