Niagara Falls is not frozen and the water is flowing as it does every winter. There are ice formations but the water is still flowing. Meanwhile Sochi has palm trees. The climate of Sochi is described as humid subtropical. Average Feb highs for Sochi are around 50 F. They are warmer than that right now but nothing unusual.

It takes a LOT of heat to melt a vast quantity of snow, first converting it to liquid water, then evaporating the liquid to become water vapor. Conversely, all of this heat has to be LOST, mostly by radiation off to outer space, on the side AWAY from the sun, before the water vapor may fall again as rain or snow.
