Army “Pink Slip” Details Emerge

Earlier this week, Army officials provided greater clarity behind its ongoing involuntary drawdown efforts with MOAA and other major veteran and military service organizations.

The teleconference followed swift negative reaction by the press and legislators when various “pink slip” news stories surfaced regarding the way the Army handled the notification of nearly 1,200 officers involuntarily selected to separate; some while deployed combat zones.

During the teleconference, Army officials emphasized that leaders were involved in the notification process. The 87 deployed captains (O-3), once notified, immediately received “change of mission” orders and will be out of country within 30 days. They were given the choice to either return to home duty station or to a transition location of choice and given 10 months to separate.

These separations are just one method the Army is undertaking to bring their active duty force down from 570,000 members to 490,000 by 2015. Enlisted drawdown efforts will largely be adjusted by reducing the accession pipeline but more officers can expect pink slips early next month when the involuntary separation board results are released for majors (O-4).

The Army is in a difficult predicament. Sequestration and other budget cuts have led to significant end strength reductions that hit the Army and Marine Corps hardest.

The Army’s Soldier for Life Transition program is working with MOAA and other Military and Veterans Service Organizations to assist in providing transition services for these service members.

Once again, the “post-war Carter Philosophy” shows it’s ugly head!

In 1975, after Vietnam, the USAF, “had too many e-5’s with 5 yrs. service time”, so, the decision was made, either offer them the opportunity to acquire a different job, even if starting from apprentice, or if they don’t seek one, to either become a civil engineer, security policeman, or a cook, or just muster them out.

It took me until July of 1976, to be accepted as an apprentice, in the electronics field. Of course, since I was going to be ‘re-trained’, I had to apply for an extension of 20 months, ‘to cover the amount of time for re-training’. Some of my e-5/5yr. peers did NOT seek, for their entrance test scores were not ‘tall enough’, and did get that ‘pink slip attitude’.
(Guess who they were assigned to?)

I was a 1st Lt in Vietnam in 1972 & watched combat qualified captains get sent home in the middle of the Easter Offensive when the NVA came at us full bore with tanks galore.

A year later there was another captain RIF that targeted those lacking a year of college or so, otherwise superbly qualified officers. Time in grade for 1LT had been extended so I dodged another bullet.

Then my four year tour ran out in 1974 with no vol indefs being issued. Joined the National Guard, they asked “are you a captain?” No, I said, still a 1LT. Then we’ll take you, they said. Dodged still another bullet.

During Vietnam company grade officers were being killed so fast that you went from zero to captain in two years after commissioning.

Ten months to prepare for civilian life? Those VN-era captains had sixty days from notification to out.

Every war it’s the same, drawdowns trump tactical needs. War waged by beancounters.

BTW Stalin did the same thing with his officer corps
and only Hitler’s bungling kept Russia from becoming part of Germany

This is the third RIF I've seen since the end of Viet Nam.

We always pretend that we have a "peace dividend" where the rest of the world apparently becomes invisible to the belly button counters and bureaucrats.

IMO the captains and majors and mid level NCOs are the core of our military's future They have the command and combat experience that starts to evaporate when others go to field and staff grade levels.

As the old peacenik songs goes:

"When will they ever learn?"
