As a Vietnam vet who got the brushoff from civil service h.r. departments all through the 1970’s, I now realize that the smug punks doing the interviews while telling me that my combat arms skills were of no use to them, were not only nonveterans but probably draft dodgers as well.
Preferences for vets are written into the law. Obama had nothing to do with that. But what he has done is set numerical targets for hiring veterans and to also explicitly make part of promotion review the number of veterans hired.
