I used to feel exactly as you do, but I no longer do, for two reasons. The first is that - to me - the desire to be self-supporting is one of the criteria of mental health. I would now classify anyone who simply refuses to be self-supporting as mentally ill. As such, I would provide minimal support for such a person, but bar them from voting on grounds of mental deficiency.
In the alternative, there are those who pursue work which does not allow them to support themselves, mostly in research or the arts, but other areas as well. These people are obviously not mentally deficient, and in fact provide what makes a culture rich and full and who are often extremely talented. As for their voting rights, I would leave them intact.
Also, the cost of the homeless population is so ridiculously higher than what a minimum subsistence support would cost it's not even remotely funny, nor even remotely financially defendable.
Finally, I believe one of the definitions of a genuine civilization is that every singe person has a place to live. Human beings do not live in the wild, they need a place, no matter how humble, of their own to call home. That one single thing would slash mental illness behaviors and crimes and all sorts of problems, as well as establish a bottom line beyond which we, as human beings answerable to God, should refuse to go.
All that being said, if anyone wants more fantasies from my magic wand, just let me know.

I’ve heard much the same comments by people in the legal profession and cops in private, but never thought I’d ever see it from a liberal in any print format for the public.
Wonder if he could get it printed in the NYT?
My own feeling is that it is useless to try. And yes, I was one of those people who back in the sixties thought black problems would be eliminated by integration and many of the other measures foisted on the country by well-meaning liberals.
I have come to believe the Black Underclass is hopeless. It's members cost the country about one trillion dollars annually in costs of crime and welfare. Year after year since the sixties it is the same story: staggering amounts of crime, children always at the bottom of scholastic achievement, and millions of pregnant teens with grandmothers barely thirty. It is time they are dealt with other measures than benign kindness and ignoring their faults like some people on this forum suggest.
Speaking about not caring for the feelings of others, I saw that at a party in my own house as a newly wed. My husband hosted his employees for a Christmas party. A black man spilt his drink on my dining room rug and the event was too obvious to ignore. Made a big mess and he yelled something obscene.
I went into the kitchen and got a towel to place on the spot and to remove the booze from the wood floor. I tried not to make it a noticeable event. When I stood up the culprit was standing there looking at me and I honestly whispered, “don’t worry about it.” He started laughing and loudly sneered “I could care less.” He really did not care that he ruined his boss’ rug. He was talking loud enough for everyone to hear and feel the disrespect, including his boss.
Soon, he was unemployed, a victim of white racism.

Very interesting read. This is the way I would summarize the inner city from what I see looking in and reading other such articles.
Of course, like West says, Obama and his ilk will never fix the problem until they are ready to talk the truth.
I have four close friends that were PD’s at one time in there legal career. Two of them are liberals, one libertarian, one conservative. They would agree with this article 100%

Is that not where he formed his conclusions ? Isn’t that why he even made the statement ?
He is also dealing with family and friends of accused, as well as black crime victims/witnesses.
Presenting his experience as being confined to some small, distinct, non-representative subset of the black population is absurd.
Rather than use those words out of context, as you did, it would have been honest to include this:

Do we have any historical evidence which shows if this has always been true?
