The White House is proposing to designate the oil-rich coastal plain of the Arctic National Wildlife Refuge as wilderness permanently off limits to drilling.

Permanently? You keep using that word. I do not think it means what you think it means.

If the president can do that under his own power the next president can undo it. If it requires a law then the next congress and president can undo it. Well, assuming that the Republicans ever get the spine to reverse the leftward ratchet of our government.

You have to read all the way to the bottom of the article before it mentions those parts of the Arctic that Obama leased.

Its just common sense. Why drill ANWR and give 90% of the royalty to Alaska? Drill those areas that Obama opened and the feds get to keep 100% of the royalty.
