I really wonder what is actually being thought in the White House. I can imagine two scenarios:

First scenario:

"They ... they aren't coming?"
"I'm sorry, Sir. They aren't."
"This is bad. This is very bad."
"It is."
"Okay. Listen: we can't let people know how bad this is -- put the word out that this is nothing, it's not a snub, and we're aren't concerned."
"Sir, do you think--"
"JUST DO IT!!"

Second scenario:

"They ... they aren't coming?"
"I'm sorry, Sir. They aren't."
"Oh, well. What time do I tee off?"
