Of course they do. Now mix in the politics and what you get is ridiculous gerrymandering

Oh, I know. And so does everyone else. Parties that can win statewide near a census have a substantial advantage in most states in redistricting.

Everyone knows it, and factors it in as necessary for the next statewide election. If we create the illusion of non-partisan anything, the end result is still political, but with no good mechanism to deal with it.

The astonishingly evil "John Doe" investigations in Wisconsin are the result of the creation and expansion of a "non-partisan" Government Accountability Board in that state.
