I would submit so, although I have no data, based on observation alone. But I would also submit that you have no data that it hasn’t.
According to the federal government(http://www.samhsa.gov/data/sites/default/files/NSDUH-DetTabs2014/NSDUH-DetTabs2014.htm#tab5-1b) 6.4% of Americans age 12 or older abused or were dependent on alcohol at some time during 2014. I suppose one could call that a "proliferation of drunks" ... but the burden of proof lies with anyone who would claim that as a result of that "proliferation" our society is currently "unfit for decent people to live in."
It is certain to be a contributing factor, and it is a certainty that our society at the present is a cesspit.
But not solely or even primarily because 6.4% of Americans age 12 or older abused or were dependent on alcohol at some time during 2014. And putting inflated profits in criminal hands for violence and bribery as Prohibition did certainly was very detrimental to society.
