Swamp the system.
Haven’t they dramatically reduced the number of active enlisted in the last few years? Well golly, this is what happens when you pluck almost all the feathers from the eagles’ tail.
Pulling back sounds like a good start... We don’t need to be in Syria or the Ukraine.
We probably owe to our allies to keep pressure on the PRC, though.

While there's not another capital ship in the world that compares with the Arleigh Burke class DDG, we can't afford 100 more.
While the Freedom class LCS is the right size at 3500t, they didn't put much firepower on it.
We need 100 of these, with upgraded armaments, while we build 2-3 Arleigh Burke's per year...and another Carrier every other year.
And 3 SSNs annually.
Trump will rebuild the Navy.
Build the Montana class! Just because.
Active Duty ping.

Says who? Maybe we don't have enough ships to be a "Global Force for Good", but we have plenty to defend the USA...if any of our politicians are still interested in doing that job rather than paying off the defense contractors who own and operate them.
Look around. Listen.
The US government is financially no more sound than the USSR in 1988.
Things are so brittle that it will not take much to break.
