That’s what I thought but he’s said he will appoint. He also claims to be a constitutional scholar!
The president appoints a candidate, but that appointment requires confirmation by the Senate, or else the president must make another appointment.
To call it a recommendation might suggest that the Senate had the option of going off the board and selecting another candidate of its own, which of course it does not.
