First, he gives a definition and then proceeds to argue for ways to get around the law. Talking out of both sides of his mouth, he is.
The subject is amnesty .... not blacks or native Americans or LBwhatever-they-are-these-days ..... but illegals ...
Which .... by definition .... is one group of people
My plan has subtle but significant differences:
1) The illegal immigrant would be given a chance to self-deport before a real American takes office as president; the election of a decent American as president constitutes fair warning.
2) Illegals found in the country after January 20, 2017 would undergo a full criminal background check including fingerprints and DNA swabs, then be deported and permanently barred from any legal reentry or path to citizenship. The fingerprints and DNA would be used to identify that individual in the future and prevent reentry.
3) The illegal will, before deportation, pay a fine for violating the law and or not filing tax returns;
4) The illegal will also undergo a period of detention before deportation during which the illegal will live in a tent in Arizona, no wifi, no TV, until all appeals (if any) are exhausted;
5) No path to citizenship or green card will be available to this person; and,
6) Employers will be harshly punished, including jail time, for hiring someone without papers.
I’m okay with the above plan, and it’s close to the one presented. The difference is my plan does not reward criminal behavior. Those who came here illegally in the past or who come here illegally in the future should not have any advantage at all over those from the same country who are following the law and applying for legal entry.
Wonder how many friends & relatives Rubio would fast-track for citizenship if he had the opportunity?
No “amnesty” whatsoever. Force the feds to enforce the laws already on the books. If you’re here illegaly, you get a one-way ticket back home, with NO chance for return. If we find the persons that employed you, THEY go to jail. If you’re a state or government entity that runs a “sanctuary city” or “sanctuary state” the politicians, administrators, and law enforcement for that area get stripped of their titles and put in JAIL.
The laws are already on the books, it’s up to the people to force the politicians to ENFORCE them! Hold their feet to the fire, and throw them out if they refuse to comply.
Definition of Conditional amnesty: provisional pardon, qualified acquittal, immunity subject to conditions
Vietnam draft dodgers and deserters: those involved agreed to reaffirm their allegiance to the United States and serve two years working in a public service job.
How many actually fulfilled these conditions?
Recent Obama “immigrants” agreed to show up for court hearings, but 90% blew then off.

Illegal immigrants have NO RIGHTS to anything as it pertains to this country. Honestly we should have an absolute moratorium on ALL immigration for the next 10 years so this nation can heal itself.

WTF is your problem, dude? Illegal is illegal, period. They are criminals simply be being here. Expel them all including their families. Any USA-born kids can claim citizenship when they turn 21.
We have all the lettuce pickers and chicken pluckers we need. They are sitting on their porch watching for the mailman who brings their welfare check. There is no need to import more human detritus when the manpower is already here.
And don’t throw the “doing jobs Americans won’t do” crapola around. If the porch sitters get hungry enough, they will pick lettuce.

No, what he said was they would have to apply from their home nation and be vetted just like any other immigrant.

fingerprinting, background checks, verifying employment, accepting checks .... maybe even applying ankle bracelets !
They WERE kicked out ... as illegals .... and they're now attempting to return legally
And as an aside ... the porch monkeys will probably end up dead or in prison because the lack of a gummint check is not an inducement to DO something about what is missing from within
