It’s common for the government to have a backup plane available when the president travels, although not often for a family sightseeing excursion The backup plane is another 747-200 identical to the primary plane. It always goes where the primary goes. The backup plane is not the smaller plane the first lady uses when traveling in the US ( referred to as Executive One Foxtrot). So, bringing the smaller plane isn't common.
