Armies make very loud noises, break things, and kill people. That is their reason for existence and the purpose for them to even exist.
The real power of military might is the threatening nature of its presence. Diplomacy means jack sh*t if you do not have the means to back it up. Napoleon knew this, Charlemagne knew this, Julius Caesar knew this, Alexander the Great knew this. War may not be the answer, but definitely, SURRENDER is not the answer either, as so amply proven over and over throughout history.
Even the best equipped army in the world cannot effectively project power if there is no will to call upon its capabilities when a point very desperately needs to be made in the course of diplomatic negotiations. Look at the very real confrontations that are going on now between the US Navy at sea and the approach of Iranian gunboats or Russian fighter planes. Could this lead to a misunderstanding and an outbreak of hostilities? Maybe, but failure to make appropriate response is a sure invitation to escalation, which is why the threat of a counterpunch, or even its execution, has to be so massive as to kind of discourage teasing and ridicule in the eyes of the world.
